Your Excellency,
Submitted. I think that one Officer would suffice to make the quarterly and half-yearly inspections necessary on the South and North of the Harbour. This work would not, I should say, occupy the whole time of one Officer. The rest of his time would be available for prosecuting trespassers and aiding the Secretary to the Squatters' Board to prepare claims for the adjudication of that Board. My remembrance of the Board's recommendation at paragraph 3 of Mr. Bruce Shepherd's letter of 27th February last is very hazy; indeed I was surprised on reading this file to know that the Board has suggested 3 land Bailiffs for instructions.
